Then, if you are sure that your video card supports / have DirectX 11, you need only to updated directx from here and if still not working, download and install latest display driver (see here how).

You can fix this only if you update directX, but if is not working, update video card driver and this error will be cleared.

Windows 8.1 32 bits and 64 bits
